If you don't have a valid foreign driver's license, you must pass 2 driving tests and 2 written tests at a license center in your prefecture to obtain a Japanese license.
If you have a valid certificate of graduation issued by a driving school approved by public safety commission, you can obtain a Japanese driver's license only to pass 1 written test at a license center.
Only the graduates of approved driving schools are exempt from 2 driving tests and 1 written test at a license center.
Those schools are called “Shitei Jidosha Kyoshusyo (指定自動車教習所)” in Japanese.

Who can take this course?
Anyone who is 18 years old or older and has a resident registration in Japan can take this course.
Even if they already have a foreign driver's license, many people choose this course instead of the license conversion test in order to learn Japanese traffic rules from scratch.
